Freelance or permanent concept artist: what’s the smarter choice for studios?

For a while now, I’ve been debating whether to invest in a full-time concept artist or stick with freelancers. A permanent hire seems logical for large studios, since they need consistent output and alignment. But for indie developers or smaller teams, budgets are tight, and concept design needs are often sporadic. It makes me wonder, is it really worth hiring someone in-house, or does it make more sense to bring in freelancers when you hit those critical design phases?
